ESSENTIAL DUTIES AND RESPONSIBILITIES

- Performs outreach activities, including door to door contacts, to identify recruit and qualify eligible program participants within a targeted geographical area; reviews income to determine if resident meets program income criteria; determines property eligibility and assesses other related eligibility criteria; performs home and program audits and/or evaluations; makes presentations to public, private, civic organizations and other groups to educate the community about the program. Utilizing computer software, develops and/or assists in the development of brochures and outreach materials.
- Identifies eligible clients utilizing program eligibility guidelines; enters data, utilizing specialized software, to ensure eligibility; schedules appointments, reviews and documents client income to ensure program eligibility, provides client training on budgeting; assists clients in completing required forms; performs pre-combustion appliance safety test to determine potential dangers to existing appliances; submits subcontractor work orders for appliances in need of servicing.
- Provides customer service to clients, including but not limited to, applicant intake, creating work orders for schedulers, scheduling own appointments, responding to complaints, performing inspections, and finalization of work inspections.
- Executes home assessment evaluations to determine materials and labor needed to weatherize a residence.
- Performs energy audits for residential properties, utilizing REM/Design software and/or other software as required by grantor/funder, to determine if a home is eligible for optional measures.
- Performs historical preservation reviews for residential properties, utilizing REM/Design or other specialized software, ensuring that data is accurately entered to enable an accurate audit. Ensures that homes older than 45 years are checked though a national registry to determine if the home can be approved for eligibility in the program.
- Performs accurate mathematical calculation including calculating housing square footage, window and door sizes and formulas for ventilation.
- Prepares and maintains project file folders and computer databases to ensure that records are complete and compliant with program guidelines.
- Answers incoming telephone calls; resolves customer complaints; provides information to customers on the benefits of LIWP,LIHEAP, DOE, ESAP, SDG&E and other weatherization and energy assistance programs provided by the agency.
- Conducts a series of testing protocols, including pre-combustion appliance safety testing utilizing specialized tools, such as the Monoxer III and draft gauge, to assess the operating condition of combustion appliances to ensure general safety and appropriate carbon monoxide emission levels and/or if appliances need to be serviced or repaired. Performs pressurized diagnostic testing procedures to assess the integrity of building envelopes and duct systems for leakage and outside air infiltration.
- Operates office machines, adding, calculating and duplicating machines; operates a computer and utilizes related software to enter and retrieve data, generate reports, perform mathematical calculations, create and design spreadsheets, program brochures and information pieces, type correspondence, memos and project reports.
- Performs minor related weatherization duties (carpentry, insulation, painting and a variety of other skilled craftwork in the repair and improvement of single and multi-family housing units and related structures and equipment), on an as needed basis, and may perform repairs identified during a property audit. Installs weather strips, caulks, frames, trims and insulation for exterior doors and windows; remove damaged window glass; measures, cuts, and replaces window glass; removes and replaces exterior doors; installs air tightening, insulation and ventilation retrofits on mobile homes; installs door hinges, locks and deadbolts, gaskets around electrical outlets and switches, floor lamps, microwave ovens, attic ventilation domes, water heater blankets and water heaters; insulates attics and crawl spaces; installs carbon monoxide alarms and water-saving devices such as aerators and showerheads.
- Operates work vans and other small utility vehicles to transport personnel and materials and tools to designated work sites.
- Performs related duties as assigned.
